A nine-year-old black girl was handcuffed and sprayed with pepper spray by police in the US city of Rochester. The footage released on Sunday showed renewed outrage over the excesses committed by the country’s law enforcement agencies.
Deputy Police Chief Andre Anderson said Sunday the girl, who was not named, had suffered a severe mental emergency and allegedly threatened to take her mother’s life.
Officials called on-site on Friday responded by handcuffing before attempting to force her into a car and spray her with pepper spray when she resisted. This was shown by body cam videos released by the city police.
Footage of police violence against African Americans, including the May murder of George Floyd, sparked a summer of protests against racial injustice and police brutality in the United States last year.
Rochester police said Saturday they were “using handcuffs and the irritant on the girl for their own safety.”
Mayor Lovely Warren condemned the use of violence against a child and promised an internal review of the city’s law enforcement practices.
“The video shows that we need to support our children and families more,” she said at a press conference on Sunday.
“I have a 10 year old, so she’s a kid, she’s a baby. This video as a mother is not something you want to see.”
The incident marks the second time in a year that Rochester has undergone national scrutiny for police violence against African Americans after Daniel Prude was killed last March after police covered him up and forced him face down on the street would have.
