Chinese President Xi Jinping said Tuesday that members of the Shanghai Cooperation Organization (SCO) should deepen mutual trust and resolve disputes and differences through dialogue and consultation, while grappling with terrorist, separatist and extremist forces.
President Xi spoke via video link to the Council of Heads of State of the SCO group that history has proven, and will continue to prove, that good neighbors will prevail over a beggar-versus-neighbor approach. Mutually beneficial cooperation will replace the zero-sum game, and multilateralism will win unilateralism.
“We must deepen solidarity and mutual trust and resolve disputes and differences through dialogue and consultation,” in order to consolidate the political basis for the development of the SCO, said President Xi in a remark against the background of the military stalemate between the two countries India and China in the east of Ladakh.
Prime Minister Narendra Modi and the leaders of the eight-member SCO group attended the virtual summit hosted by Russian President Vladimir Putin.
Security and stability are the most important prerequisites for a country’s development and therefore affect the core interests of all countries, said President Xi.
“We must act according to the vision of common, comprehensive, cooperative and sustainable security, effectively address all forms of threats and challenges and create a solid security environment in our region,” the Chinese president was quoted in the official Xinhua news agency, which said official minutes of Xi Jinping’s address released.

The SCO countries should “speak out firmly against external forces that interfere in their internal affairs under any pretext,” said President Xi.

In order to consolidate the political basis for the development of the SCO, it is important that “we prevent terrorist, separatist and extremist attempts, exploit the pandemic for disruption, curb the spread of drugs, curb the internet-based spread of extremist ideology and deepen the SCO Members’ cooperation in law enforcement, “said President Xi.
“It is important that we support biosecurity, data security and space security and that we have active communication and dialogue in this area,” he said.
“Every civilization is different and none is superior to others. We need to encourage mutual learning between our civilizations and improve neighborhood and friendship between our countries. This allows us to improve public support for the long-term development of the SCO,” he said .
The founding members of the SCO are China, Russia, Kazakhstan, Kyrgyzstan, Tajikistan and Uzbekistan. India and Pakistan were added to the grouping in 2017.
In his address, the Chinese President addressed the situation in Afghanistan.
President Xi said the situation in Afghanistan relates to the security and stability of the entire region. “We must make good use of the SCO Afghanistan Contact Group to help the country achieve peace and reconstruction,” he said.
Since its inception, the SCO has made an extraordinary journey. It has become an important constructive force in the Eurasian region and in global affairs, he said.
He said China will host a China SCO digital economy forum in China’s Chongqing city next year. The forum will provide a platform for innovation collaboration between parties, Xi said.
China is accelerating efforts to promote a new pattern of development with domestic circulation as the mainstay, while domestic and international circulations reinforce each other, and build an open economy with higher standards, he said.
He said the SCO member states need to improve connectivity and integrated industrial supply and value chains to disrupt economic circulation in the region.
The virtual SCO summit was organized by Russia, which will also host a virtual BRICS summit (Brazil, Russia, India, China, South Africa) on November 17th.
India will host the SCO Heads of Government virtual meeting on November 30th, attended by Chinese Prime Minister Li Keqiang.
In the fight against COVID-19, President Xi said SCO countries should establish a hotline under their disease control centers and China stands ready to consider a proactive approach to countries’ needs for COVID-19 vaccines.
There is a need to strengthen the countries’ joint forces in prevention and control, support mutual struggle against the epidemic, and further promote exchanges and cooperation in areas such as epidemic surveillance, scientific research, disease prevention and treatment, said President Xi.
